Laguz is located at the eastern portion of the territories, isolated physically from the other cities on an island.
Cats of Laguz are muscular and bulky, with slick, oily fur perfect for swimming, especially in harsher waters. Laguz cats are well known for being strict and rough, as living on their territory is certainly not the easiest. Deviance is not well tolerated in their city, often resulting in harsh punishment. Preferring to use claws and force more than negotiation, the other cities tend to stay away from Laguz and avoid engaging with any of them if possible. |

Leadership
Laguz is led by two separate positions, each being equally important to Laguz's function. These two positions are known as the Voice and the Will. Laguz previously ran as a monarchy, but their way of life slowly adapted to a leader and second-in-command position, as they found it balanced out the power that a single ruler would have.

Healing
The role of a healer in Laguz is very traditional, due to the city's focus and preference of strength. A healer focuses on their studies of herb knowledge and healing rather than fighting or hunting. Laguz can have up to three healers, and any can take on a novice at any time, creating a total of six healers if all three appoint themselves an apprentice. All healers work together, meaning their is no official head healer (or lead) of Laguz. If there is a unofficial head healer, they're typically the eldest as they are more respected and well-known in the city.
Laguz does not have much in the way of agriculture advancements. Laguz knows of cotton grass and herbs but they have to seek it out themselves with multiple guards accompanying them.

While the healers all work together, they do have their own separate, personal tents.
Housing
Laguz cats live in Family tents. This is a single, private tent that houses a mated pair, and any of their children who have not been paired yet. Tents are built utilizing animal pelts and twigs to create tightly woven, insulated housing. The floors are covered with animal hides then animal pelts and furs are spread out to create bedding. Kittens are born into their family tents and raised there by the mother. They will remain in their parents' tent until they are officially mated with another cat, in which they will move out and build a new tent for their future family. Orphans and those without a mother are placed into the Caretakers tent, which is run by the permanent caretakers. They will care for and watch the orphaned kittens as they grow up. Once orphaned kits become adults, they may create their own tent.
Education
Laguz holds a coming of age ceremony for all kittens who have reached the age of six cycles. This ceremony is of great importance towards the cats of Laguz, and is typically held in the center of the city, allowing the children's fate to be displayed for all to see. At six cycles, all Laguz kittens will be assigned teachers, to be trained together as a team. They are taught by three teachers, each from a different class. Their progress in each class is then observed and reported to the Tide.
At 10 cycles of age, each Novice will undergo a ritual known as the Trials. A ceremony of equally great importance, if not more-so than before. This is where Laguz Novices are officially recognized as citizens of the city, as they receive the class they will specialize in. The Novices will undergo assessments of each rank, and will be pushed towards the rank the Tide feels fit for that feline.
Pairing
The Tide also determines what pairs are to be made in the city, and who is to be allowed the opportunity to have offspring and a family. In Laguz, it is against the law of the tide to pair with someone you have not been approved of. The Tide is meticulous in their planning, and only pairs those who will produce good kits for the city's survival. While members can request a pairing to be approved, it is less special than a pairing that was made from the Tide itself. Being paired is an opportunity and an honor, that all those who receive pairings are grateful for. It is one of the highest honors that can be bestowed upon a cat of Laguz. However, pairings are not forced and they can be abandoned at any time. Pairings are voluntary, and not required in Laguz.

Raising Children
Parents are a team in raising their kittens. It is both parent's responsibility to take care and watch their kittens, and the parents often take shifts watching their young to ensure their safety and care. However, if both parents need to continue their duties or want their child to be socialized with other kittens, they may allow the Caretakers to watch over their children. The Caretakers tent is where the majority of kittens spend their days, and if orphaned, they typically have one caretaker there to watch over the orphaned and the kittens who are staying for the day. To the orphaned, their tent is their home. However, the orphaned children don't have to remain with the caretakers, as they can be adopted by any feline who lives in Laguz, even if just for a day.

A character can become a Caretaker is they have 60+ reputation, as this role is prestigious and requires strict adherence to culture and tradition. Caretakers can be paired and have their own children, and are allowed to prioritize them over the other kittens in their care because of the importance of blood ties in Laguz. There can only be two Caretakers active in the city at a time.

A Union of Souls
When two or more cats have fallen in love and wish to be united and recognized as an official pairing by their city, they may present themselves to the Tide to request a bonding ceremony. If the Tide accepts their pairing, and agrees that the match was appropriate, they will celebrate by having a dance and song underneath the star-light, adorning themselves in blue silks and paint to match the bright blue moon.
The Beginning
When a child is born, Laguz's Voice, Will, and Healers will prepare a visit with the family to give their children their blessings of good will and health. They will then announce the family's new additions to the city, many of which quickly visit the new family and wish blessings towards the kittens and for the mothers good health. A strong, large litter is often admired in Laguz, and gifts will commonly be brought to litters of good health.
The End
As age creeps onto a feline, they are encouraged to retire as an elder of Laguz. Which is known by the rank of The Tide. By the age of seventy-one cycles, they are pushed to retire as an Elder and spend their days in rest. The Voice and the Will recognize the cat's service to Laguz, and thank them for their contributions to the city. They are then told to rest and heal their physical or spiritual wounds, and spend their last cycles in content and peace.
As an Elder may feel their age and life coming to an end, many typically choose to wade out into the waters either by themselves, or departing from loved ones, into the night to never be seen again.

The Tide Will Turn
Death is not rejoiced or mourned heavily in Laguz. To them, it is just a sign of the tides changing, ever waning and waxing with the cycles that pass.
There is no point in fighting the tide. It ebbs. It flows. It is ever-lasting, and constantly changing. All one can do is swim with it.
When a feline of Laguz passes unexpectedly, or wishes to be sent off by their loved ones, many close relatives and friends will gather to wish them fare-well as they depart back to Njord. The god of the wind and sea. All Laguz felines believe in Njord and that he will guide them to Valhalla or Hel's lands, when they depart off to sea. The body, or living feline, is then set to drift into the ocean.
- These cats care greatly for the ocean and its health, and all lives within it. Many kittens are given sea-shells or gifts from the ocean at a young age, to keep with them always.
- Laguz felines often use ocean-related terminology, such as guppy, fish for brains, little swimmer, whale head, etc. These terms are usually paired as insults or loving nicknames, describing the felines of the city.
- Many Elders choose to swim off into the ocean alone to pass, but sometimes they may accidentally find themselves afloat while off for a swim.
- It is illegal to the Tide's law to take a mate without being paired or approved of. Often, breaking this law results in death or exile, as it is seen as traitorous to the city's good health.
- Some felines may never be paired, due to their weaker statures or bad blood-lines.
